Budgeting For Town & Parish Councils
Budgeting is a core function of the Council and Clerk and it is important to get it right to ensure you have enough funds for the next financial year. There are a few things to take into considering including changes in projected income or outgoings, dealing with reserves and one off costs.
As with most Clerking duties, doing the preparation makes the task much easier. But it takes time to get the figures in place and to discuss next years plans with the members of the Council. Plus you need to think about what budgeting to use, either zero based (starting from scratch) or percent uplift / incremental (adding on last years). So make sure you leave enough time!
